Description: 

An individual in this position provides supervision of staff and all daily activities of the database services group, within primarily a Microsoft SQL Server environment and an Oracle environment.  This individual is responsible for overseeing the planning, maintenance and development of databases within the SOS enterprise system.  The Database Administrator is responsible for managing group personnel, schedules, and daily activities to meet the strategic goals of the Secretary of State's office.  This position provides customer support, troubleshooting of problems, and mentoring of the Database Administration team members.

 

Responsibilities:  The general responsibilities of this position include, but are not limited to the following job functions. 

  • Team Management: Manage daily activities of the database administration group.
  • Recoverability / Disaster Recovery: Oversee the development, creation, and testing of backups and backup plans with scheduled testing.
  • Database documentation: Document all servers and databases with standards and procedure definitions.
  • Integrity: Verify or oversee the verification of data integrity.
  • Security: Define and/or implement access controls to the data.
  • Availability: Ensure that authorized users can access and change data as needed.
  • Performance: Ensure maximum performance given constraints.
  • Database Development and Performance Testing:

Help developers to efficiently utilize the database.

  • Guide team members, and provide strategic guidance.
  • Plan long term for the database functions and life cycle.
  • Performs all other duties as assigned.

 

Work Examples:

 

An individual in this position will be able to perform the following types of work tasks.  Duties include, but are not limited to the following:   

  • Manage database staff to include daily activities to include work priority, Schedules / Leave, performance evaluations; team guidance toward achieving the goals of the Secretary of State; monitor team members' progress and provides help and guidance in their efforts; mentor team members to help achieve their career goals.
  • Oversee the support of Secretary of State's Information Database Administration; manage, communicate, and coordinate projects between the database group and other IT teams
  • Ensure that storage, archiving, backup and recovery procedures are functioning correctly; oversee the administration of the technical design, testing, and implementation of all databases.
  • Develop and maintain database systems to extract, cleanse, transform, load and maintain data; participate in the overall solution development lifecycle including the analysis, design, testing, and implementation of databases in support of the solutions.
  • Manage the development and maintenance of the database persistence layer (stored procedures, views, functions) for SOS applications; ensure all database systems meet business and performance requirements; provide database development support to application services team; produce ad-hoc queries and develop reports to support business needs.
  • Oversee the creation and maintenance of technical documentation.
  • Prepare scripts and SSIS packages for data integration, data maintenance or bug fixes; analyze, define and document system requirements for data, workflow, logical processes and production configuration; write and maintain functional and technical specifications; analyze code for problem resolution and performance optimizations; provide technical consulting and respond to error reports, problems or questions.
  • Manage installation of test commercial software for internal use. Provide technical support for third party systems integrated with SOS applications.
  • Oversee the development and maintenance of standards, procedures and methodologies for effective operation, access, control backup and recovery of all database systems.
  • Coordinate changes to databases and authorize modifications of appropriate production systems.
  • Manage the auditing of database performance and capacity reports, then implementing additional capacity or performance enhancements as required.
  • Ensure the scheduling and monitoring of manual and automated batch jobs and dependencies. Take corrective action as necessary.
  • Create data models based on specified requirements.
  • Oversee the creation of database documentation, including data standards, procedures and definitions for the data dictionary ('metadata').
  • Control access permissions and privileges.
  • Meet user access requirements and resolving connectivity issues.
  • Capacity planning.
  • Communicate regularly with technical, application, and operational staff to ensure database integrity and security.
  • Ensure the database team provides on-call (off-hour and weekend) support for the systems.
  • Coordinate with other IT employees to ensure implementation and monitoring of databases.
  • Other duties as assigned.

 

Education and Experience:

 

  • A bachelor's degree from an accredited college or university with a minimum of 15 earned credit hours in computer science.
  • Minimum of five years full-time experience doing development utilizing tools, languages, and operating environment equivalent to that used by the Secretary of State's office.
