The incumbent provides professional guidance in electronic records to the Records Services Division staff. This is a specialized, professional position that focuses on the preservation of and access to the electronic records that state agencies transfer to the Archives.


The individual in this position must have a comprehensive knowledge of archival and records management techniques, electronic records management and preservation practices, document imaging and management systems, and be cognizant of emerging electronic technologies. This individual liaises with staff archivists and records analysts concerning electronic records appraisal/description, automated inventory systems, and standards for both; advises on problems with electronic records retention and disposal; and performs all other tasks as requested by State Archivist and Assistant State Archivist.

Examples of Work Performed:

 Participates in the development and implementation of records and information management policies and procedures to ensure preservation and access of records maintained by the State Archives.


Develops and delivers training modules and/or presentations to staff related to electronic records management and other electronic records issues.


Researches trends in electronic records management and makes recommendations for implementation.


Develops and manages databases and spreadsheets for Records Services use.


Serves as Tech Coordinator for Record Services Division, and is the primary liaison with SOS IT.


May plan, assign, and supervise the training and work of interns in KSIC and in the field.


Performs other specialized duties as assigned.


Required Knowledge, Abilities, and Skills:


Knowledge of electronic records' life cycle management and disaster planning standards, principles and practices.


Knowledge of the principles and practices involved with the collection and disposition of public records.


Knowledge of hardware and software used for electronic imaging systems preferred.


Experience with document management systems strongly preferred.


Knowledge of the concepts, methods, and techniques of project management, database management, and system development.


Knowledge of digital preservation standards and best practices including working knowledge of the OAIS Reference Model and metadata standards such as Dublin Core.


Ability to express ideas clearly orally and in writing.


Ability to read, analyze, and interpret industry periodicals, professional journals, technical procedures, and government regulations.


Ability of establish and maintain effective working relationships.


Knowledge of web-page development and design preferred.


Minimum Qualifications: 

A master's degree in information systems, library science (with an information science emphasis), computer science, business, or other related field strongly preferred.


Certified Records Manager and/or Certified Archivist designation or the commitment to obtain such.
