Responsible for payroll preparation, processing, and distribution. Fields questions related to employee benefits and exercises independent judgment and discretion in contacts with employees, state personnel, and the public in applying established rules and policies. Supervision is of a general nature under the Human Resources Manager.

  • Manages HR/Payroll system through accurate preparation and processing of payroll utilizing the online SAM II HR/Payroll System, which includes:
    • Establish and maintain employee and position assignments (ESMT/PSMT entries)
    • Maintain personnel attributes
    • Entry and cancellation of deductions
    • Entering timekeeping for Executive Services, Publications, Fiscal, Central Services, and assists divisions with timekeeping questions
  • Supplies supporting documentation for the above listed transactions in an organized professional manner for audits and retrieval purposes;
  • Responsible for the distribution/entry of forms, in a timely manner, to appropriate provider(s), such as medical benefits, cafeteria plan, life insurance, tax withholdings, direct deposit, and/or deferred compensation ;
  • Distributes employee benefit information, keeps abreast of benefit changes, assists employees in proper paperwork completion, and reviews completed forms to ensure accuracy and proper monetary deductions;
  • Conducts new employee orientation and disseminating information regarding the employee benefits package, including medical insurance, life insurance, retirement, leave accrual, cafeteria plan, deferred compensation, sexual harassment policy, etc.;
  • Distributes payroll checks and downloads Mobius payroll reports twice a month for availability to division directors;
  • Assists with coordinating office wide professional development activities and other events;
  • Responsible for updating and maintaining organizational charts, human resources spreadsheets, and the yearly SAM II HR payroll calendar, etc.;
  • Personnel file maintenance and production of personnel reports, archiving HR related files, reports, and other documentation as defined in the HR records retention schedule and enters the archived records into the SMART system;
  • Maintains confidentiality and security of all personnel files and personnel documents, maintaining a confidential file for employee I-9 forms;
  • Conducts monthly time keeping audits.
  • Attends seminars and workshops on changes in SAMII HR/Payroll, benefit packages, workers' compensation, and other pertinent areas;
  • Conducts employment verifications, as requested;
  • Performs other related work as assigned.

Knowledge, Skills, and Abilities:

  • Considerable knowledge of payroll processing and SAM II HR is beneficial and preferred.
  • Ability to solve sensitive, sometimes complex problems and deal professionally with agency management issues.
  • Ability to exercise discretion and confidentiality.
  • Ability to establish and maintain effective working relationships with departmental officials, employees, and the general public.


Graduation from an accredited four-year college or university with specialization in business administration, human resources, public, government, or related areas is preferred, but not required. Responsible professional experience in payroll/personnel will be considered and will determine the level of classification for the position.
